Old Capitol Green is a 14-square-block master-planned community in the central business district immediately adjacent to the historic Old Capitol Building on the Pearl River Bluffs in Jackson, Miss. The development will be the largest green community in the state and among the first to meet the LEED-ND (LEED for Neighborhood Development) standards.
The Old Capitol Green project has been made possible through an unprecedented partnership between state, county and city government. It is an indication of the wide spread community and political support that crosses racial, political and class lines, for which the state, in the past, had been notoriously famous for not crossing. The project, led by Full Spectrum, is the first national partnership between a developer and the Alliance for Sustainable Built Environments (ASBE).
Since all buildings will be targeted to achieve at least LEED Gold, ASBE (a partnership of the notable manufacturers and suppliers of environmentally sustainable products for the built environment) will identify solution to help the development reduce energy consumption to 50% below ASHRAE 90.1 and will generate 15% of its base energy load from on site renewable energy sources.
The site is fully entitled and the development will be built in several phases on parcels which have been rezoned. Full Spectrum has site control and/or purchase options for 12 acres, most of it at the primary entrance to the site overlooking the Old Capitol Building, downtown and the Pearl River. The site is the first high density mixed use site in downtown for development.
Phase I B South being developed by Full Spectrum will include:

- 9,000 SF Plaza Level Music Performance-Recording Space
- 10,200 SF Plaza Level News Room Television Public broadcast space
- 170,000SF Office Space
- 800+ Space Parking Garage developed jointly with the Hinds County Economic Development District. A developer operator will be selected for the garage to support the Full Spectrum development and the development other property owners during the first phase.
